I had a similar issue with my build and it turned out to be a bad vacuum leak. Do a pressure test if you can.

I have a 38mm tial wastegate. I am still experiencing an issue when the wastegate is fully open, it seems to bog down and get really rich. Update Pressurized the system to 20 psi and found out that the compressor o-ring was messed up. I was leaking a lot of air out of the bottom of the turbo.
