those things are like GOLD when you buy them new. I always snag em when I go to the salvage yard and I find a motor somebody has yanked the cams on. If you are not hitting cones you are not trying hard enough. They are for the most part harmless to the car ...just a could little rubber scuffs that usually will wipe right off with a little rubbing compound (most of the time).

That setup on stock boost should hit that number but I will say again that I and others have tried this setup and all who have will agree. I reused the stock bracket and did what supa did .Mounted it right where the original was. It does force you to build a jumper harness for the db9 and db15 with no shrounds on them or else they interfere with the footwell/firewall. You dont wanna lower your cranking RPM . The purpose of that setting is to determine above what RPM the engine is considered to be running and not cranking and vice versa. Putting it at 300is going to be a pretty good number for that . It will have absolutely no influence over your synching problem.

I think you are OK . Sounds like your compression gage is a little wonky. If it passed a leakdown and the compression increased that much wet the possibility of cam timing being off is slim but by all means make sure they are right on .You don't have any problems with the idler sprocket bolt . Id say that either you still have a timing problem, the cylinders are washed dry by all the fuel that has been dumped in them , or you got a liar for a compression gage. Any one or combination of the above could be the case. If it passes the leakdown then that's a good sign. If you trust the compres...
