T3 60trim should put you happily in the ballpark for quick spool and be happy for up to 14.7 lbs of boost. It should spool around 3000-3200 give or take a little. BTW I run a GT30 (71 IIRC) and it isn't a very happy turbo below 10psi... it is much happier around at least 14psi plus, in my experience...

I wouldn't bother. Heat wrap will make next to no difference you aren't getting any significant heat energy from radiation as the coolant isn't that hot.
