OK. To sort of get back on topic: would an S15 T28 carry power to 7k rpm on a KAT? Also, when does boost kick in? The OP was asking about fuel efficiency. In order to get good gas mileage, you just stay off boost. A turbo that doesn't start boosting until about 3k would be advantageous in this case...
